Make the most of your fellow students’ experiences: you can find first-hand information in the university’s own AESPA database for internships abroad. To do this, log in to the registration system. Under ‘AESPA Questionnaire’ and ‘Search for Reports’, you’ll find numerous internship reports available.

 

You will, however, notice that reports have not yet been uploaded for all countries. Encourage your fellow students to share their experiences, and write your own report. Once you have logged into the registration system, you will find a form for this under ‘AESPA Questionnaire’ and ‘Fill in the questionnaire’.

We are delighted that you are interested in an internship abroad. The International Office at the University of Public Administration and Finance Ludwigsburg will advise and support you in planning, organising and carrying out your internship, and offers a range of scholarship opportunities to help fund your project.

You can find suggestions for work placements in Europe and outside Europe on the university’s INTRAnet, under the information provided by the International Office for Students.

Students who wish to undertake a work placement abroad can receive support through various funding schemes.

 

The International Office will be happy to assist you with applying for funding from the following sources:

  • Erasmus+ for work placements within Europe, including European overseas territories (in exceptional cases, also for work placements worldwide via ERASMUS INTERNATIONAL)
  • PROMOS for work placements outside Europe, including the UK
  • Baden-Württemberg SCHOLARSHIP for work placements worldwide, but only at partner universities
  • Direct funding from the DAAD for all work placements that cannot be funded directly by the HVF
  • Europalinie Baden-Württemberg Sholarship  (formerly Walter Hallstein Programme)

External funding in the form of various scholarships is available to help finance a period of study abroad. 

 

Any HVF student who wishes to be assigned to a work placement in Germany or abroad during their studies is, as a civil servant on a temporary basis, generally entitled to a separation allowance and, where applicable, travel allowances.

 

Applications must be submitted during or after the completion of the work placement. The Travel Expenses Office is responsible for processing applications and awarding separation allowances. All information regarding eligibility criteria, deadlines and forms can be found on the intranet.

 

In accordance with the principles of economy and efficiency, third-party funding from the International Office should be prioritised for placements abroad, so that costs incurred in connection with a stay abroad are financed from third-party sources such as ERASMUS+ or Promos, rather than from the tax revenue of the State of Baden-Württemberg. Any scholarships or third-party funding paid out will be offset against any entitlement to a separation allowance. 

 

For this reason, applying for financial support or a scholarship at the International Office in good time by the published application deadlines and before the start of the placement is a prerequisite for approval of the assignment to a post abroad.

The internal selection committee, chaired by the Vice-Rector for Research, Continuing Education and Internationalisation, decides on the type and amount of funding. There is no entitlement to funding.
If no scholarship application is submitted to the International Office, you must explain why it was not possible to apply for funding to undertake an internship abroad (e.g. if the eligibility criteria for a scholarship are not met or for other valid reasons, such as illness).

Procedure:

  1. Before applying for financial support in the form of a scholarship, it is strongly recommended that you attend an information session organised by the International Office. These take place once a semester – usually in April and October. The dates and registration details will be published in good time on the International Office’s website and will also be communicated to all students by email.

    In addition to the information session, all students have the opportunity to seek advice from the staff at the International Office during public consultation hours or by arrangement. 
     

  2. The scholarship funds awarded will be taken into account when calculating separation allowances. It is therefore essential to state the amount of funding received when applying for separation allowances and travel allowances. Please note that double funding is not permitted.

Wenn Sie ein Praktikum im Ausland absolvieren möchten, müssen Sie als Angestellte/r bzw. Beamtin/Beamter des Landes Baden-Württemberg zwingend einen Entsendeantrag A1 (Vordrucknummer 42103c) ausfüllen und bei Ihrer personalführenden Stelle zur Unterschrift vorlegen.

 

Formulare und weitergehende Informationen hierzu erhalten Sie beim Zulassungsamt  der Hochschule.

Den Antrag geht nach Ausfüllen wieder ans Zulassungsamt der Hochschule - nicht ans International Office! Das Zulassungsamt bestätigt die Angaben und leitet die Vorlage weiter zur LBV.

 

Wofür dient eine A1-Bescheinigung?

Theoretisch unterliegt der geschäftlich Reisende erst einmal nicht mehr dem deutschen Sozialversicherungsrecht. Damit nun aber auch für die Zeit der Auslandstätigkeit deutsches Sozialversicherungsrecht fortbesteht, muss eine Entsendung vorliegen, welche innerhalb der EU, des EWR und in der Schweiz durch eine A1-Bescheinigung nachgewiesen wird.

Allerdings besteht die Pflicht zum Nachweis einer vorhandenen Sozialversicherung zusätzlich bei allen Ländern, mit denen Deutschland bilateral ein Sozialversicherungsabkommen geschlossen hat, eine sog. "Ausstrahlung" vorliegt.

Dies sind aktuell folgende Staaten*:

Albanien, Australien, Bosnien-Herzegowina, Brasilien, Chile, China, Indien, Israel, Japan, Kanada, Kosovo, Kroatien, Marokko, Mazedonien, Montenegro, Philippinen, Serbien, Türkei, Tunesien, Uruguay, USA.

Für all jene Staaten, die weder zur EWR gehören noch ein Sozialversicherungsabkommen mit Deutschland geschlossen haben, muss ebenfalls ein Dokument mitgeführt werden, welches vom Krankenversicherungsträger ausgestellt wird und „Antrag auf Feststellung einer Entsendung im Sinne der Ausstrahlung“ heißt.  

* da die Staaten, mit denen Deutschland Sozialversicherungsabkommen schließt, sich ändern können, bitte aktuell für Ihr in Frage kommendes Land überprüfen!

 

Bei kurzfristigen und kurzzeitigen Tätigkeiten wird seitens der Personalabteilung / Studienabteilung auf eine Pflicht zur Beantragung einer A1-Bescheinigung verzichtet. In diesem Zuge sollen die beantragenden Personen selbst entscheiden können, ob sie vorab eine A1-Bescheinigung beantragen möchten oder nicht. Bitte beachten Sie dabei die Ausnahmen Frankreich und Österreich, bei einer Dienstreise in eines dieser Länder muss zwingend eine A1-Bescheinigung beantragt werden.
