Within the time period envisaged for practical training a maximum of 3 months can be performed in the service of an administrative training unit abroad according to § 23 article 3 of the training and examination arrangements for the Upper Grade Civil Service (APrOVwgD).
Within the framework of the studies for the degree of a graduate in Public Management (University of Applied Sciences) students are free to undergo practical training abroad for up to three months. This practical placement abroad aims at providing candidates for the Civil Service with the possibility of acquainting themselves with a foreign administration (organisation and procedures) and of making comparisons to the administrative practice at home.
During the practical placement the trainee involved has the status of a Civil Servant until revoked. The foreign municipal administration will not have to assume any costs related with the practical placement of a trainee. The candidates for a civil service position continue to obtain their remuneration during the practical placement abroad and are insured. In case of damages the state ("Land") Baden-Württemberg is liable within the framework of its sovereign liability under the Civil Service Law.
